Overflow Bag Program
Important Notice
All residents utilizing The Town of Winthrop curbside trash and recycling collection will be permitted to place one town-issued trash bin and one town-issued recycling bin per unit, per dwelling curbside weekly. The lids on all bins placed curbside for collection must close to prevent rodents, birds, and pests. Any bags preventing the bin from closing is called 'snow-coning' and is unacceptable. To dispose of overflow and avoid potential fines, any additional trash that does not fit in your town bin with the lid closed must be in a Town of Winthrop Overflow Pay as You Throw Trash Bag placed inside a closed bin supplied by the resident.
The hauler will not collect any trash placed curbside for pickup not following Town ordinances and regulations and becomes the responsibility of the homeowner/tenant.
- Pay-as-you-throw overflow bags are for household trash only.
- Do not place yard waste, recyclables, construction debris, hazardous waste, textiles, or banned materials in overflow bags.
- Pay-as-you-throw overflow bags must be in a bin with a lid that closes, provided by you for collection.
- Any bags placed on the curb will not be collected.
- Bulk Sticker Items are limited to two items per week. Items without an affixed Bulk Item Sticker will not be collected.
Overflow of Trash After A Town-Approved Holiday- Curbside Collection
On the first scheduled curbside collection immediately following a recognized holiday, each unit of a 1-3-unit dwelling can place one bin of overflow trash curbside for collection. The overflow trash must be in a lidded container provided by the resident. You do not need to purchase Town of Winthrop overflow bags for the allotted one bin of overflow trash on this collection. The six designated Holidays are New Year's Day, Memorial Day, Independence Day (Fourth of July), Labor Day, Thanksgiving, and Christmas. The Director of the Department of Public Works may designate other days for curbside collection of overflow trash as deemed necessary. Any overflow beyond the one additional closed bin must be in the Town of Winthrop Pay-As-You-Throw Overflow Bags and placed in a bin with a closed lid for collection.
Overflow bags will be sold in sleeves of 5 bags for $15 and are sold at the following locations:

- Quick Food- 490 Shirley Street, Winthrop, MA 02152
- T &T Convenience- 8 Michaels Mall, Winthrop, MA 02152
- Winthrop Town Hall- 1 Metcalf Square, Winthrop, MA 02152
- Department of Public Works- (No cash transactions accepted) 100 Kennedy Drive, Winthrop, MA 02152
- Winthrop Housing Authority (Residents Only)-Golden Drive, Winthrop, MA 02152
